Pacific

note provides an update of ASAP’s activities
in the calendar quarter indicated. |
| 1. |
Meeting
of Executive Committee of ASAP
The main points related to ExCo’s ongoing
Workplan that arose out of its meeting on 11 July
2004 are set out below. Of priority are issues around:
finalisation of amended Rules; closer links with
APLF; financial arrangements; and, strengthening
future ICAAPs, Kobe in 2005 and possible venue for
2007. |

Re-establishment
of a Secretariat
Executive Committee continues to develop skills
using its new electronic workspace. Resources continue
to be collected in the workspace. Establishment
of a bank account and physical space under the auspices
of the Thailand Business Coalition on AIDS (TBCA)
in Bangkok was being explored. |

| 3. |
Development
of longer-term strategy for ASAP
The review of the membership arrangements and Rules
of the Constitution is completed. The new constitution
was met with an administrative issue when registering
with the Department of Fair Trading in NSW, Australia.
The new constitution enabling ASAP to transit toward
an organisation of national research and advocacy
organisations is expected be concluded in the first
quarter of 2005. |

Strengthening
of future ICAAPs
ASAP continues to monitor progress made toward the
7th ICAAP in Kobe in July 2005. ASAP continued to
provide support to civil society representatives
in Colombo, Sri Lanka who have expressed interest
in hosting 8th ICAAP in 2007. It is foreshadowed
that the horrific events of 26 December however
may frustrate the process of securing agreement
between the government, civil society and other
stakeholders. In addition, Guidelines for prospective
organisations seeking to host future ICAAPs is now
in its final draft form and expected to be published
on the Seven Sisters Website in March 2005. |

Work
toward strengthening relations with IAS
Stronger relations with ASAP’s equivalent
world body that oversees the biennial World AIDS
Conferences will eradicate duplication, promote
the sharing of knowledge and improve efficiency
and compatibility between the World and Regional
conferences. ASAP continues to have two ExCo members
involved including the IAS Governing Council and
Committee. The President of ASAP (member of GC)
met with IAS in October in Geneva. |

Strengthen
work in the area of women, gender and HIV/AIDS
There remains a need to build linkages with women
throughout the Asia and Pacific regions to promote
equality and reduce vulnerability to HIV by ensuring
their voices are heard by key leaders. A Working
Group expects to input to a foreshadowed UNESCO
proposal in the first quarter of 2005. |

Continue
the development of a network of social scientists
throughout the Asia Pacific region focused on HIV/AIDS.
ASAP has committed to a process of creating such
a network with UNESCO. A short report arising from
the panel of experts at the World AIDS Conference
was prepared and distributed through UNESCO. ExCo
is currently considering formulating a response. |

Consultation
with 7 Sisters Forum
ASAP continued to publish its activities on its
shared Seven Sister’s Website. |
